The role of market mechanisms in advancing the goals of the Paris Agreement have been a complicated topic. Can one country purchase carbon offsets from another country to count toward their Paris Agreement commitments? Can developing countries sell reductions to other countries or private entities and somehow still count them towards their Paris Agreement commitments?
